The Portuguese economy has re-emerged with a newfound strength. It is enjoying its highest economic growth in nearly two decades, fuelled by record tourism, an upswing in the housing market, a growing tech sector and strong exports. In 2019, Lisbon was ranked the best city in Europe for investment and development prospects by PwC, up from 11th place in 2018.
The introduction of the Non-Habitual resident tax scheme and the Golden visa are two of the biggest factors in this resurgence.

The Non-Habitual Resident tax scheme is aimed at those with EU Citizenship. Under the NHR scheme, most types of income from a foreign source or taxable in a foreign country is exempt from Portuguese taxation for 10 years. This includes dividends, pensions and capital gains and inheritance tax.
The NHR scheme is valid for 10 years and cannot be extended. Applicants must not have been resident in Portugal at any point in the previous 5 years.
For those without EU citizenship, the Golden Visa scheme launched in 2012 allows foreign investors to stay in Portugal and confers eligibility for the NHR scheme (see above). The most common way of acquiring a Golden Visa is through the purchase of a property. Once the visa is granted, holders may travel visa free to Schengen countries for 180 days a year. Family members are also granted the same rights.
